City police director Senior Supt. Nelson Aganon said authorities have already finalized security set-up with the help of local Roman Catholic church leaders and other stakeholders.

The procession during the Jan. 9 Feast of the Black Nazarene is expected to draw a huge crowd into the city proper.

One of the security measures is to jam cellphone signals within a 10-kilometer radius from the procession for at least five hours.

Aganon said city hall and the National Telecommunication Commission have been asked to work on ensuring the signal jam during the procession.

“We already submitted areas of concern for the shutdown of communication signals for mobile phones. Ni-request na naming na mangyari ulit yun, and we are awaiting the approval,” he said.

Police said drones may be used for aerial coverage but with the permission of the police and the local government.

Aganon said the city police alone would field 400 officers from different police stations and special units while Camp Alagar is expected to send 300 more to beef up Cocpo’s forces and to do intelligence gathering work.

“Ready na tayo, in place na lahat,” said Aganon.

He said  a final briefing would be made based on fresh intelligence information.

“We have existing security measures based on the previous observance but there could still be changes in the guidelines,” Aganon said.

He said the city police is closely coordinating with the Task Force Oro and the Army so that soldiers would serve as a “reactionary force.”

Basically, Aganon said, there would be no major change in the security protocols given that organizers would still use the same procession route.

“Kung merong mga adjustments, then we will determine the number of police personnel to be deployed, traffic control scheme, and the prohibitions that will be imposed,” he said.
