HAPSAY Dalan Task Force chairman Jose Edgardo Uy yesterday faulted the city’s worsening traffic problem on budgetary constraints resulting from the city council’s rejection of Mayor Oscar Moreno’s P3.8 billion this year.

Uy said this following Tuesday night’s traffic jam on CM Recto Ave. that caused a domino effect on Gusa to Divisoria, including JR Borja St. extension.

Uy said the rejection of Moreno’s annual budget proposal prevented the Roads and Traffic Administration (RTA) from upgrading its capabilities.

He said the plan was to hire more traffic personnel, acquire traffic engineering tools and equipment, and complete the traffic modernization program.

Uy said the RTA wanted to hire workers based on their qualifications to ensure they would be effective in traffic law enforcement.

He said Moreno’s proposed budget would have ensured that there would be enough RTA personnel in the streets even at night.

Uy said the plan was to hire 200 RTA enforcers by 2016. “For this year, we were supposed to hire 90 additional traffic personnel of not for the ‘zero budget.’ For 2016, we plan to hire an additional 150… Maayo unta ug ilang aprobahan ang budget.”

He said the RTA would have significantly improved the vehicular traffic situation in the city if only the city council cooperated with the Moreno administration.

“Kay unsa-on nato pagsulat kon dili ta taga-an ug ballpen. Ma-o ra kana sa traffic dili ta nakalihok kon dili ta taga-an ug pundo,” Uy said.

The Moreno had sought a budget of P3.8 billion for this year. The city council however voted to give it P2.08 billion. (nitz arancon)
