BUTUAN City–The controversial P565-million Butuan Bulk Water Supply Project is not officially in the government’s list of Public-Private Partnership projects.

This paper learned this when it checked the PPP Center’s website www.ppp.gov.ph. Noting that the controversial project of the Butuan City Water District (BCWD) is not on the website, this paper sent a query, and the reply was “… the mentioned Treated Butuan Bulk Water Supply project by the BCWD per our verification is not listed in us or in our pipeline of projects.”

The Coalition of Consumers’ Rights Protection pointed this out earlier in a 59-page “letter of memorandum” to officials of BCWD. The group has argued that since PPP Center website did not list the project, the transactions were questionable for non-compliance to requirements of official scrutiny, review and approval.

The Coalition’s lawyers, including former Integrated Bar of the Philippines president Roan Libarios, maintained that the BCWD joint venture was “indubitably void” from the beginning.

The group called for a halt to the implementation of the water supply project.
