BUTUAN CITY — Nine policemen, mostly rookie cops, were dropped from police rolls and dismissed from service after summary hearings found the nine policemen positive of shabu use.

Police Regional Office-13 information officer Police Supt. Martin Gamba told Gold Star Daily in an interview, the dismissal came after summary hearings and two drug testings including the much reliable drug test using blood samples after the first random drug test using only urine samples were conducted first.

After the two drug tests, according to Gamba, summary hearings was conducted by members of the Regional Personnel Holding Administration Unit  (RPH AU) at the Police Regional Office-13 at Camp Rafael Rodriguez Butuan City handling cases of those found positive with illegal drugs. .

Gamba said the conduct of mandatory random drug test to all PNP uniformed personnel took effect then after Chief PNP Nelson Bartolome in June 8, 2012 issued PNP Memorandum Circular No. 2012-006 which laid down policies and procedures in the conduct of random mandatory drug tests to PNP uniformed personnel.

Gamba identified the nine Caraga policemen already dismissed from service after he claimed they were “found positive” from two confirmatory drug testing as PO1 Pierre M Monaiz, PO1 Rolando O Elcullada, PO1 Richelle C Escanan, PO2 Al D Melloin, SPO1 Lawrence M Patenio, PO1 Norman Wilfredo S. Labampa, PO2 Evenezer J Cajenta, PO1 Johnny K Sullano and PO2 Sotico C Tecson.

It was not known based on the statements of Supt. Gamba on the whereabouts at present of the dismissed policemen or have they gone drug rehabilitation or not.
