City council to ink pact for locational referencing system project with DILG

THE 18th City Council has enacted an ordinance authorizing Mayor Oscar Moreno to sign the Memorandum of Agreement with the Department of the Interior and Local Government (DILG) and with the Road Board covering the implementation of the Provincial and City Roads Locational Referencing System Project and for the conduct of road inventory in the city.

This is pursuant to RA 8794, otherwise known as the Motor Vehicle User’s Charge (MVUS) Law.

The MVUC Law allocates five-percent of its funds for the Special Local Road Fund, which is apportioned for the maintenance of provincial and city roads on the basis of vehicle population and length of the road network for each locality.

In his letter to the City Council, Moreno cited that this collaboration for the implementation of the project would enhance the efforts of both the national government and the city government to come up with a reliable road inventory which is crucial in the planning, managing and prioritizing the maintenance of local roads.

The agreement shall cover all activities in the implementation of the project, which is composed of two phases, the conduct of road and bridges inventory survey and the installation of kilometer posts.

Phase 1 of the project involves the conduct of GPS road centerline survey; collection, consolidation and processing of road and bride inventory data; uploading of survey and processed data in the Roads and Bridges Inventory System (RBIS) and the conduct of capacity building activities and provision of technical assistance to LGUs in the conduct of GPS centerline and road inventory surveys, processing, updating of data in the RIBS.

Under the agreement, the Road Board shall ensure and facilitate the allocation of budget; establish a Project Management Office; manage the implementation and provide policy guidelines as well as procure, engage and mobilize the service provider for Phase 1 and contractor for phase 2 of the project.

Meanwhile, the DILG shall provide the reference database for the inventory survey on the nationwide list of provincial and city roads as of December 2014; facilitate and coordinate the entry of the service provider in the LGUs and monitor the project’s implementation of the LGU level, among others.

For its part, the city shall designate a focal person and provide a counterpart staff who shall work in consonance with the service provider in the conduct of the survey and provide counterpart funds for fuel of service vehicle during Phase 1, and costs of labor and materials for the installation of kilometer posts during phase 2 of the project, among others.
