“I cannot believe it. We have more than 3,000 casual employees at city hall,” said Councilor Petronilo Pardillo over the weekend.

Pardillo called on city hall’s Human Resource Development Office to do an “inventory” of who the workers detailed to city hall’s various departments.

Officials said the contracting of services of casual and “job order” workers have long been a practice at city hall and that the past administrations had also contracted thousands, many of whom had served as staff members of city council members.

Under the administration of Mayor Celso Regencia, the contractual workers numbered 3,000, according to Pardillo.
