In an interview, Chief Insp. Mardy Hortillosa, Cocpo spokesman, said they have ironed out the security plan for Higalaay Festival.

He added that because of terror threats, they have combined Cocpo personnel with Task Force Oro to ensure no untoward incidents would mar the 14 core fiesta activities and 69 parallel activities of the festival.

City police director Senior Supt. Robert Roy Bahian requested an “augmentation force” from Camp Alagar, Hortillosa said.

He said the police would be strict in implementing the security measures they have planned especially during the coronation night of Miss Kagay-an on Aug. 24 and the Higalaay street parade on Aug. 27.

Due to terrorist threats, Task Force Oro has recommended limiting the vehicles that can join in the parade.

He said things that would be discouraged when attending any of the fiesta activities include umbrella, wearing caps or hats, shades, bringing of backpacks, and sling bags.

“Kadtong magpayong, mag-kalo, mag-shades, magdala ug backpack o sling bag amo silang rekisahon ug among pangayo-an sa ilang ID ug dili kami ma-satisfied sa iyang tubag amo siyang i-detain sa tulo ka adlaw hangtud nga ma-clear iyang ngalan,” said Hortillosa.

Hortillosa said they may file appropriate charges against those who would not follow the security guidelines set by Task Force Oro.
