VICE Mayor Raineir Joaquin Uy on Wednesday tasked the city council’s subdivision and landed estate committee to look into Councilor Ian Mark Nacaya’s claims that some condominium unit owners in uptown Cagayan de Oro have started to complain about the quality of their dwelling units.

The complaints range from the quality of the tiles used, clogged toilet bowls, leaking toilets and ceilings, according to Councilor Nacaya.

He said he was worried that there were changes in the plan of the condominium project of Primavera Residences Condominium Corp. in uptown Cagayan de Oro without the green light of the Housing Land Use and Regulatory Board.

Vice Mayor Uy asked Councilor Dometilo Acenas Jr., the committee chairman, to look into the complaints cited by Nacaya.

While the city council, the Office of the Building Official, and the City Engineering Office look into the complaints, Uy said, the unit owners can bring the developer to court.

He said since the unit owners submitted a complaint to the city council through Nacaya, “then we will act on it through the committee on subdivision and landed estate.”

Aside from the condominium unit owners, Nacaya said, even a licensed broker complained to him.

Nacaya said the city council should seriously look into the complaints given that the company is undertaking another condominium project here.

“I have formally received their complaints… I told the developer that they must not leave their unit owners… Mura kini og ilad, inig kahuman og bayad tungod kay dili kini mao ang ilang gi-present during the selling period,” Nacaya said.

Nacaya also cited a problem: while authority on the development of subdivisions has been devolved to the local governments, condominiums remain under the jurisdiction of the national government.

He said Congress should step in and empower local governments further.

“That way, if there are issues, the (city government) can also look into them. We cannot keep our eyes closed when there are issues brought to our attention,” Nacaya said.
