As the city sets to prepare long-term plans, the proposal for the creation of a Technical Experts Advisory Group to provide sectoral advisory assistance on planning and development to the city government of Cagayan de Oro is now being studied.

The 18th City Council headed by Vice Mayor Raineir Joaquin V. Uy, through the committee on planning and development chaired by Councilor Ian Mark Nacaya tasked the City Planning and Development Office (CPDO) to come up with a proposal on the composition and functions of the said advisory group.

Based on the draft submitted by Assistant City Planning and Development Coordinator Ramir Balquin, the experts’ group shall be composed of members drawn from nominated or designated sectoral specialists of the national government, state universities and colleges (SUCs), and private institutions of higher education in the region.

The group shall be multi-disciplinary in terms of character and multisectoral in scope of expertise such as social, economic, infrastructure and environmental management, institutional management, and policy review and formulation, among others.

The proposed legislation provides that an oversight board shall be chaired by the city mayor, composed of the vice mayor, chair of the City Council committee on planning and environment, city administrator, city budget officer, and private sector representative appointed by the city mayor.

The creation of the advisory group was initiated by Councilor Nacaya, noting that there are constraints in development planning due to the lack of technical experts.

The councilor sees the need to tap technical experts from different fields to ensure a more responsive evidence-based planning. The advisory group will complement the expertise of the organic planning staff of the city government principally anchored on the CPDO. (sp)
