MEDINA, Misamis Oriental–A police officer here has maintained that the treasure hunting and diggings taking place within his property have been authorized by Malacañang.

PO3 Delfin Handayan of the Medina police claimed that the excavations in Purok 1, Barangay Tup in Medina town have been permitted by President Duterte and the National Museum.

Earlier, Medina Mayor Donato Chan issued a cease-and-desist order against the excavations. Misamis Oriental Gov. Yevgeny Vincente Emano also ordered an investigation into the Medina treasure-hunting operations.

But Handayan said those questioning the operations cannot do anything to stop the operations.

“Wala naman sila mahimo ana nga operation kay ang permit gikan man gyud sa presidente (Duterte),” Handayan claimed.

Handayan hanged a streamer near his property to assert that the treasure-hunting operations are legal.

It reads: “Permit no. D00030, Office of the President of the Republic of the Philippines, Malacañan Presidential Authority to raise revenue for the government (through) recovery/excavation of hidden metals.”

Handayan claimed the presidential permit was given to a retired brigadier general named Ernesto S. Jaime Sr. who was supposedly authorized to look for, excavate and recover hidden treasures buried by the Imperial Japanese Force in public and private property throughout the country.

Jaime, claimed Handayan, is the operator of their treasure-hunting enterprise.

Handayan said the ongoing excavations are being supervised and financed by a Korean but he declined to identify the financier.
