Peñas and Vice Mayor Reynaldo Hermosisima were the first to submit to the drug testing, followed by city councilors, and village chiefs, before department heads, regular employees, and job order employees were allowed to queue to submit urine samples to the PDEA chemists.

Peñas said he sent a letter request to the PDEA 11 to conduct drug testing to its more than a thousand employees after the procurement of at least 2,000 drug testing kits and urine sample bottles.

“We are supporting the call of President (Rodrigo) Duterte to clean our ranks from prohibited drugs. Hence, we are doing this to determine who among us are using illegal substance. I hope everybody will turn out negative, otherwise sanctions will be imposed in accordance with existing laws,” Peñas said.

Peñas said regular employees who will be found positive will be assessed if the worker needed rehabilitation or to be fired immediately. Job order employees found to be positive for illegal drugs will definitely lose their jobs.

“We still have a lot of drug testing kits. If we will be through with our employees I am planning to ask our village councilors to submit themselves for drug test,” Peñas said.
