The city’s finance committee argued that the disposal of funds under the Special Education Fund (SEF) is not subject of scrutiny by the City Council.

Budget officer Percy Salazar said on Wednesday that the finance committee made the explanation during an inquiry by the local august body about the conflicting surplus income of the city government in 2013 and 2014.

Salazar said that the conflicting figures of the amount of savings by the city government in 2013 and 2014 happened because the report did not include the funds under the Sef.
She said that amount of savings that were reported to the city council was only Php 425,560,246.90 because the figure did not include the savings under the SEF.

“If the savings under Sef were added, the total savings of City Hall in 2013 would have amounted to Php 518,610,991.90,” Salazar said.

Salazar also explained that the city executive took the Php 2,285,000 million funds in the construction of the school building in the village of Balulang from the General Fund 2013, instead of the Sef, because the city council has approved an Ordinance for that purpose.

She said that the funds for the other school building projects of the city came from the Sef, the amount taken from the one percent of the annual realty tax income of the local government unit (LGU).

City Councilor Prexy Elipe, chair of the city council committee on finance, ways and means, asked the members of the city’s finance committee to submit pertinent documents in order to reconcile the conflicting surplus income of Php 560,402,779.24 in 2013, which the Department of Budget and Management (DBM) has included in its estimate.-pna
