COUNCILORS George Goking and Ian Mark Nacaya authored the most number of city ordinances last year, a performance audit has shown.

It’s a tie between Goking and Nacaya, councilors from the 1st and 2nd districts, respectively, who both authored five ordinances each.

They were followed by Councilors Edna Dahino of the city’s 1st District and Suzette Magtajas-Daba, also a tie, at three city ordinances each.

Councilor Jay Pascual of the 1st District and Maria Lourdes Gaane of the 2nd District ranked third with two city ordinances authored last year. It was also a tie.

Councilors Zaldy Ocon, Reuben Daba and John Michael Seno, president of the city’s Sangguniang Kabataan, had one ordinance each to their credit.

Councilors who authored no city ordinance last year are Lordan Suan, Romeo Calizo, Annie Daba, Nadya Elipe, Dometillo Acenas Jr., Leon Gan, Teodulfo Lao Jr., Enrico Salcedo and Yan Lam Lim, president of the city’s Liga ng mga Barangay.

The performance audit was made by Lorebeth Requiroso, city council’s legislative staff officer, and Ruth Neri Quiblat, administrative assistant.

The councilors with the most number of authored ordinances in 2018 are a study in contrast — Goking, from the city’s 1st District, is a political neophyte who is serving his first office term while Nacaya is a seasoned politician who was SK president, barangay chairman, and who has served three full consecutive terms as a city councilor.

Records however showed that some of the new ordinances to their credit were co-authored.

One is Ordinance 13363-2018 that requires barangay councils in the city to designate a consumer welfare officer to protect consumers’ rights and to educate them about their obligations as consumers.

Goking and Nacaya also co-authored, together with Vice Mayor Raineir Joaquin Uy, Ordinance 13418-2018, otherwise known as the Cagayan de Oro Local Investments Incentive Code of 2018.
