He said his committee would start an immediate review of all companies who had been given approval by the city council to become part of the accredited companies of Philippine Economic Zone Authority (Peza).

“Local officials should adopt policies that would make them attractive to BPO investments. LGUs must encourage to follow the measures by supporting the BPO sector,” he said.

Recently, SM CDO Downtown Premier Assistant Mall Manager Constantine Arce before the Cagayan de Oro City Council committee hearing of the mall’s application for endorsement for its accreditation with the Philippine Economic Zone Authority (Peza) they offered 4,000 jobs will be available when the SM BPO Tower starts operation in full capacity.

Goking said aside from the SM CDO Downtown Premier, thousands of jobs were also be offered before Limketkai Mall IT park area before the year ends.

Among the conditions stipulated in accrediting the BPO tower like the SM Prime Holdings Inc. and all its IT/BPO locators and lessees to employ 4,000 of their manpower from Cagayan de Oro City residents, in

coordination with the Public Employment Services Office (Peso).

“LGUs sometime have to see themselves as business planner, catalyzer, and enabler instead of being just enforcer. Those approved applicants must follow laws that allow them to be part of the IT park in CDO,” he said.

He said among the advantages of the LGUs in attracting BPO investments are the Filipinos’ English-speaking ability, their cultural affinity to the United States, competitive labor, real estate and telecommunication costs.

The Philippines was chosen by the United Kingdom National Offshoring Destination (NOA) as the outsourcing destination since 2007. All sectors of the IT-BPO industry have shown double-digit average growth in the past three years. Contact centers, which generated a total of $$3.6 billion in 2007, grew by an average of 52% during the past three years.
