Iligan City — The city legal office thumbed down the purchase of medical equipment late this week.

In a letter addressed to the management of the Don Gregorio Lluch Memorial Hospital dated December 12, Atty. Voltaire Rovira, city legal officer cautioned city officials not to proceed with the transaction. It was not wise for the city to proceed with such transaction, saying among other things that it would be in violation of the law on procurement.

To recall, the medical equipment was delivered by the supplier even before there was a duly accomplished purchase order, October of this year.

Rovira also said that there was “disparity” as to the cost of the ultrasound machine, which per its research costs only P2,854,713 while the supplier, Endure Medical, Inc. priced it at P7,989,000. There was, therefore, a great difference in the pricing.

Further, it said, there were only 2 bidders, where there should have been at least 3 bidders, with the other bidder not even submitting bid documents. Therefore, the processes might have been “rigged in favor of said supplier.”

Author of said purchase is Dr. Belinda Lim, member of the Sangguniang Panlungsod who is presently the chair on the Committee on Health. She said that people need such equipment for the hospital especially the dialysis machine, hence implying that along with the ultrasound machine is the dialysis machine.

Earlier, the SP thumbed down said transaction.

Rovira advised city officials to do the process all over again to avoid the trouble that comes with impropriety in the transaction.
