The city government will be implementing the provisions of Republic Act 9003 –– Ecological Waste Management Act of 2000 –– the segregation of waste starting from the source or from the household in every barangay in the city today.

City Local Environment and Natural Resources Office (Clenro) chief Edwin Dael said they had been calling for the participation of all barangays for the past two years and would be fully implementing it this time.

This environmental program aims to promote individual responsibility towards proper segregation, collection, transport, storage, treatment and disposal of solid wastes through the formulation and adoption of the best environmental practices in ecological waste management excluding incineration.

Dael urged all households to install four kinds of trash bins with markings: “Malata, dili malata, magamit pa-mapuslan, and makadaut-walay pulos.” Households can use old sacks or garbage bags to segregate their trash.

The term solid waste means materials such as household garbage, food wastes, yard wastes, and demolition or construction debris. Solid wastes are all the discarded solid materials from municipal, industrial, and agricultural activities.

Under RA 9003, Penal Provisions Sec 48. Prohibited Acts Sec.49. Fines and Penalties (1) Littering, throwing, dumping of waste on roads, sidewalks, canals, esteros or parks (P300- P1,000) /community service (1-15days) (2) Operating, collecting or transporting equipment in violation of sanitation operation and other requirements or permits set forth in established pursuant; (3) The open burning of solid waste (P300 – P1,000) / imprisonment (1-15days) (4) Causing or permitting the collection of non-segregated or unsorted wastes; (5) Squatting in open dumps; (6) Open dumping, burying of biodegradable or non-biodegradable materials in flood prone areas; (7) Unauthorized removal of recyclable material (P1,000-P3,000) / imprisonment (15 days-6 months).

“This is a responsibility of every member of the household,” Dael pointed out.
