PROVINCIAL board member Fredrick Khu has questioned the absence of a Sangguniang Panlalawigan session last week at a time when he was about to present his “evidence” on the existence of “ghost employees.”

Khu also said he had also planned to author a resolution last week to ask Misamis Oriental Gov. Yevgeny Vincente Emano to order the provincial accounting office to release and go public with the list of “job order” workers and casual employees of the capitol.

Khu said he also wants the provincial human resources management office to release copies of the appointment papers and detail orders.

The provincial board’s session last week was postponed twice. A third postponement this week, according to Khu, would mean that his colleagues in the provincial board were afraid to tackle his allegation on the existence of “ghost employees.”

The session was moved from Wednesday to Thursday. But no meeting took place due to the lack of quorum. Only five provincial legislators were present: Vice Gov. Jose Mari Pelaez and provincial board members Gerardo Sabal, Wayne Militante, Leonard Winstanley, and Khu.

Provincial board members Jeremy Pelaez, Mercy Grace Acain, Nancy Madjos and Lilian Gallogo were out on official business, while Oliver Actub and Virgilia Dumadag were absent.

“Kung katulo pa gani ni mahitabo nga walay quorum, motoo na gyud ko nga mahadlok sila,” said Khu said.

Khu said he was alone in his cause, and not even one member of the provincial board was with him. He claimed that a “colleague” of his in the provincial board told him to drop the matter. “Naa koy kauban nga miingon nga di nalang ko magpadayon.”

“Ang katawhan ang akong ipahukom kung kinsay nagbakaka sa amo — ako ba o sila — kung kinsay hearsay?” he asked rhetorically. “Kontra ta mong tanan basta akong mapagawas ang tinuod sa katawhan.”

Khu said his copies of the payroll would prove the existence of “ghost employees” in the provincial board.

“Daghan,” he said.

Pelaez, for his part said, said he doubts how payrolls could be used as evidence of “ghost employees” by Khu. He asked rhetorically: “Payrolls are payrolls — unsa manang payrolls?”
