SEN. Aquilino Pimentel III said the proposed creation of additional courts would not serve as mere ornaments or political accommodations but as a sincere measure to strengthen the justice system.

In sponsoring the passage of the consolidated bills, Pimentel, chairman of the Senate Committee on Justice and Human Rights, said no Filipino should be denied justice simply because of delay in the disposition of his case.

He said the establishment of additional courts took into consideration not only the present case volume of existing branches but also the geographical situation of these areas. Pimentel said it is a truism that the present courts are inundated with cases that it is not surprising to see stacks of case folders finding their way in the corridors of the courts.
