BUTUAN City–The Local Water Utilities Administration (Lwua) team that was sent to investigate into the controversial P565-million bulk water supply project here has raised more questions than answers pertaining to the project.

In a January report shown to this paper last week, investigators sought more documents from the Butuan City Water District (BCWD) even as they asked for clarification on many concerns related to the project.

The seven-page report, signed by LWUA administrator Andres Ibarra on Jan. 6, 2016, said that in order to complete the report, the team requested the BCWD to submit the copy of its approved five-year cash flow projections reflecting the agreed bulk water rate of P14.50 per cubic meter plus 12-percent value added tax which could have been the basis for the issuance of certificate of successful negotiations between BCWD and Twin Peak Hydro Resources Corp..

The Lwua team also asked BCWD for official copies of the original joint venture contract, including the deed of usufruct issued by BCWD to Twin Peak.

The team also asked BCWD to clarify and submit documents that would show that the Joint Venture-Selection Committee  has conducted an evaluation of the newly formed Taguibo Aquatech Solutions Corp..

The investigators said they received a copy of the April 23, 2013 letter of former BCWD senior corporate accountant and selection committee member Charlyn Acavado to BCWD general manager Anselmo Sangtian about a financial evaluation. The team said the BCWD should take a second look and consider Acavado’s letter and evaluation.

The Lwua team is chaired by lawyer Roberto San Andres, Lwua’s chief legal officer, Engr. Danilo de Leon, Jessielyn Catapang, and Engr. Alfredo Bayanin, former BCWD acting general manager.
