Misamis Oriental Vice Governor Jose Mari Pelaez gave Duterte a 100 percent rating.

“I give him the rate of 100 percent. Maayo kaayo iyang pag-deliver sa iyang Sona [State of the Nation Address], walay adlib og klaro kaayo iyang gisulti og dunay direction para sa atong nasud. Ilabi na gyud sa iyang gisulti nga padali-on ang pagehistro sa mga negosyo,” he said.

He is referring to the passage of the Tax Reform for Acceleration and Inclusion (Train) Law, which President Duterte claimed sought to improve health, education, security, and infrastructure.

Kung daghan ang negosyo, daghan usab kita’y ma-employ. LGU is encouraged the issue business permits in a faster way,” he said.

Pelaez said he also in favor of the creation of a disaster preparedness department and to lower inter-connection fees of the telecommunication and the welcoming of the third player of the telecommunication companies.

Moubos na dayun atong bayad sa mga cellphones,” he added.

Incumbent city councilor Ian Mark Nacaya said Duterte delivered a comprehensive report.

Nacaya rated Duterte’s speech at 90 percent since he warned mining companies to “repair what they have damaged.”

Mitutok usab siya sa mga hospital services ilabi na gyud ang iyang paghisgot sa federalism. Angayan na nga ipatuman ang federalism para mohaom sa atong pang-gobyerno.”

For his part, former vice mayor and convenor of Citizens Watch for Good Governance Antonio Soriano rated Duterte’s speech at 85 percent for the complete explanation of issues concern and delivery of services under his administration.

He favored Duterte’s explanation on the current corruption issues. Duterte, who has fired top officials accused of corruption, said justice will catch those who steal government funds.

He also favored the claimed of Duterte that 300 000 workers were regularized under his administration after he signed Executive Order No. 51 on May 1 this year, which sought to protect workers against contractualization.

‘In the issue of corruption, Duterte has fired top officials accused of corruption and said justice will catch those who steal government funds,” he said.

In Zamboanga City, Mayor Maria Isabelle Climaco-Salazar noted that among the endeavors of the President is to turn Mindanao from “the land of promise” to “promise of Mindanao fulfilled” through significant increase in budget for development projects.

“For as long as I can remember, the bulk of the income generated in Mindanao used to be remitted to what we, in Mindanao, refer [to] as the “Imperial Manila” to fund national projects primarily in the Metro Manila area, leaving a pittance to Mindanao as its share thereof,” President Duterte said in his speech on Monday.

Salazar said Duterte’s “commitment towards peace-building in Mindanao and ensure resources are ploughed back to Mindanao,” noting that Mindanao had been receiving meager share despite its considerable revenue contribution.

She said the call of the President for local government units to cut red-tape “is very essential so as not to deny people the opportunities they expect with efficiency provided laws are upheld.”

“Our people deserve efficient, effective, and responsive government services. They deserve nothing less,” the President said. (with reports from pna)
