The committee chaired by City Councilor Ian Mark Nacaya the performance of the city is based on the Executive Legislative Agenda (ELA) so that all sector’s in the community would submit proposal’s and other pertinent target for the development of the city.

Kinahanglan pud iscrutinized ang ELA and it’s term based plan of the government which will be basis for funding and implementation in entire term for three years. Private sector is invited to discuss the infrastructure sector which is the component for the comprehensive development plan for Cagayan de Oro,” he said.

Other sectors like national government sector, economic sector, institution sector and social sector is also set to discussed before the committee level. All of the sector would also discuss on the land use and the possible drainage system for the city.

Dili na kita sa 10 years plan, kinahanglan 20 years plan na kita so that we can highlight the prospect for Cagayan de Oro. Apil na ang traffic plan sulod sa Comprehensive and Road Use Plan kay the problem of the development is naa pud sa road use. Kinahanglan na gyud ang long-term,” he said.

During its first meeting on Feb 7, the committee discussed the Revised Citizen’s Charter of the city as  submitted by the Office of the City Mayor for approval.

The approval of the Citizen’s Charter is in line with  Republic Act 9485, otherwise known as the Anti-Red Tape Act (ARTA), which seeks to reduce inefficiencies in the public sector and prevent graft and corruption.

According to Oliver V. Egypto of the Human Resource Management Office (HRMO), only offices providing  frontline services to the public are included in the  Citizen’s Charter.

Councilor Nacaya, however, stressed  that all offices should be included in the  Charter to better guide the public. He said the city of Cagayan de Oro should raise its standards above what is required by law.

“Let’s define the rationale of its existence. On top of the minimum requirement mas maayo motaas ang Cagayan de Oro,” he stressed.

Aside from the services given by various city hall departments, Councilor Nacaya said the public should also know about incentives being given by the government to athletes who bring home medals as provided for in a city ordinance, as well as tax incentives for businesses.

The Citizen’s Charter should also have pictures of institutions like the executive and legislative departments, local police office, and others for the appreciation of the public, Nacaya added.

Instead of having another book for the process flow of transactions, Councilor Edna Dahino proposed that this also be incorporated in the Revised Citizen’s Charter. She said all the information the public would need should all be there.

“Like a Bible to guide the public,” she cited.

For his part, Councilor Romeo Calizo, the vice-chair said the whole structure of the city must be presented  in the Citizen’s Charter.

Councilor Nacaya cited that it is the consensus of the City Council that the city should go above the minimum standard set by the national law.

“We would like to provide premium sa atong panerbisyo,” Nacaya stressed.

Councilor Nacaya  requested the Technical Working Group (TWG) to include all these proposals and to submit the revised Citizen’s Charter to the committee on March 3, 2017 for its review.

The committee was created to  study, investigate and report on all matters and measures pertaining to city planning, zoning, land classification, land use and management, urban community development in the city, among others.
