NBI regional director Angelito Magno identified the suspect as 67-year old Jouka Moulder of Almelo, The Netherlands.

He was arrested during a NBI operation at his home in Poblacion, Opol, Misamis Oriental on Saturday following a search ordered Judge Dennis Alcantar of the Regional Trial Court Branch 18.

The NBI accused Moulder’s wife of being an accomplice but did not identify her.

Magno said the Dutch and his wife were charged with human trafficking, child abuse or child molestation, and falsification of public documents before the provincial prosecutor’s office.

Magno said Moulder and his wife recruited two girls, aged 11 and 12, and made it look like they were members of their family when the alleged children were really turned into sex objects.

He said Moulder has a criminal record––he has a record of convictions for illegal arms possession and child molestation in the The Netherlands.

NBI agents seized Moulder’s personal computer and sleeping tablets whe they raided his rented house in Opol.

Authorities also charged Moulder and his wife with falsification of the birth certificates of the two victims.

NBI agent Nolan Gadia said the girls were recruited, and promised education at the Opol Elementary School.

Abdul Jamil Dimaporo of the NBI’s Anti-Human Trafficking  Division said Moulder arrived in the country in 2012 after he was released from prison in The Netherlands.
