FORMER Iligan City Mayor Franklin Quijano assumed office on Friday (July 28, 2017) as new administrator and CEO of Phividec sans fanfare and amid great uncertainties and challenges borne of perceived not so cordial relationship between the board and the former administrator.

The program proper was preceded by a simple lunch hosted by FDC Utilities Inc. which was actually a monthly fellowship with the locators. It was not however an encounter among total strangers. Being a mayor once of an industrial city like Iligan, Quijano has made himself a name that also rings a bell in the corridors of big business and industry. In a sense, it was like a reunion of acquaintances.

The program was a simple introduction that lasted a few minutes. The rest of the afternoon was spent in a unique way of making employees, from ranking officers like members of the board and down the line and a few guests participate in a workshop that would open the gate to a more family-like relationship but professional in respect.

It was certainly a ploy to capture what they think of their job, the problems encountered along the way, how they can be best dealt with and possible solutions as products of their long experience inside.

Perhaps, Quijano was so impressed of the result that he may want to learn more from them. After all, what’s another day of the same if it would draw all into one cohesive force in achieving a common goal?

The presence of Tagoloan  Mayor Enan “Manok” Emano and Villanueva Mayor Jeanie Uy is hopefully seen as a beginning of a better understanding and cooperation between LGUs that have a sizeable area with the 3,000 hectares and Phividec. Cagayan de Oro City Mayor Oscar Moreno can also play an important role in bringing in more investors.

Quijano has good visions for Phividec. They are not just for the benefit of Phividec but for everyone; the LGUs, the locators, the people and above all, the veterans.

Success means achieving the income targets in billions. Success means more concrete benefits for the veterans, a livable community, a robust economy for the LGUs, new modern facilities like schools/universities, hospitals, malls and recreational centers. Success also means maximum hiring of people to fill up approved plantilla positions.

Quijano needs good and qualified people around him. The transition team is there for a brief stint. Soon, they will be back to their own usual life. A few may opt to remain. The real movers are still those who are already inside, they who know their role and their intentions. They, who will determine the success or failure of Phividec.

Do politicians have a conscience? Some may have. But what do you think of those who during the election campaign lambasted others as corrupt but kept their silence afterwards because they are now with the one they lambasted before?

Trapos? You may call them that. But that would be too kind. I think they deserve the same title they bestowed on others. To be silent is to be an accomplice.

An IPM garbage truck with body number 263 was seen on Saturday evening (7:25 pm, July 29, 2017) moving abnormally fast and using a “wang wang” on Osmena Extension. Somebody who witnessed it and has the video footage ask me this question: “Are they allowed to use ‘wang-wang’? What is the emergency?”

Can we hear from IPM soon?
