VICE MAYOR Raineir Joaquin Uy has referred to the City Council committee on education chaired by Councilor Suzette Magtajas-Daba the proposed resolution granting authority to City Mayor Oscar Moreno to enter into and sign the Memorandum of Understanding with the Philippine Business for Education (PBEd) covering the implementation of the latter’s education and youth employability project in the local government unit.

Among others, the program covered by the memorandum intends to address the problem of skills mismatch and youth unemployment. Thus, the parties seek to share their respective strengths, experiences, technologies, methodologies, and resources in order to achieve their common goal of improving human capital development in the city.

Under the memorandum, the PBEd shall oversee the implementation of the entire training program; partner with appropriate agencies in recruiting and screening suitable applicants, providing life skills training, among others;  assess the program and make appropriate recommendations.

For its part, the city government shall provide scholarships for life skills and in-school competency training; identify and allocate a space for training sessions when necessary and facilitate relevant partnerships with other agencies as appropriate and feasible.

The main goal of the program, as stated in the memorandum, is to improve capital development in the country by increasing industry engagement by focusing on joint activities to develop and sustain partnerships among industries, academe, and government; increase participant employability and actual employment; and improve employer perception of participant competence.

With these goals, the alliance between the city  and PBEd aims to develop a nation of lifelong learners who are able to participate and succeed in the global economy and addressing the problem of skills mismatch and youth unemployment in the country. (cli)
