This was how Councilor Enrico Salcedo rated Mayor Oscar Moreno’s health, education and infrastructure programs after the local chief executive delivered his annual report on the state of the city on Wednesday.

Salcedo however said he was only giving Moreno a “50/50” mark when it comes to city hall’s peace and order program.

He said he was doffing his hat to the Moreno administration’s three years of implementing programs on health, education and infrastructure.

“With ‘1’ as the lowest and ‘10’ as the highest, ‘10’ ang akong grado ni Mayor Moreno,” he said.

Salcedo however said much remains to be desired of the city’s peace and order situation, particularly on the campaign against the illegal drug trade.

He said he was giving Moreno a “5” when it comes to peace and order even as he called on the mayor to focus and step up city hall’s peace and order program, and start a crackdown on illegal drugs.

Salcedo was a former political ally of Moreno who opted to bolt the mayor’s group late last year to join the Centrist Democratic Party (CDP) that fielded 2nd District Rep. Rufus Rodriguez to challenge Moreno’s reelection bid.

Salcedo’s and Moreno’s groups had figured in a bitter word war during the election period.

“CDP gihapon ako pero mosuporta ako sa mga programa ni Mayor Moreno nga nagtumong alang sa  kalambu-an sa kahimtang sa katawhan,” said Salcedo who attended the Divisoria activity and listened to Moreno’s annual report on Wednesday.

Rodriguez’s running mate in the May elections, outgoing Councilor Roger Abaday, gave Moreno an 80-percent mark.

“As far as politics is concerned, I have taken a hold-on stance,” said Abaday, adding that he attended the Divisoria activity to listen to Moreno’s annual report as a city official, and “nothing else.” (nitz arancon)
