head of the National Steel Technical Working Group challenged Monday the “non-believers” to make their own assessments on said shuttered manufacturing plant.

Atty. Voltaire Rovira, head of NSCTWG yesterday said that in making assessment, they should “bring with them their own engineers” so as to be able to make the assessments correct.

This is in the wake of reports of bashing of city officials, following positive developments, per the city’s assessments on the matter.

Earlier, acting city mayor Jemar Vera Cruz was being bashed on social media and on the air lanes for using the word “banagbanag” on said matter. Rovira agreed with Vera Cruz saying that where before the future of NSC was dark, now there is “dawn.”

The latter to note is the English equivalent  of  said word. Before, the lawyer said that the grounds there were unkempt with everything inside it stolen. Now the grounds are well-kept, closely guarded and well maintained. He added that the city which now claims ownership over said area is hiring 50 people there for its maintainance. What LGU has achieved something like that?

The premises are being kept flood-free he said because of such maintainance, where before there was such risk as structures there were left unattended and there are areas there that need regular pumping out of  some waters.

Earlier, he too said that the city “has come a long way from a mere bystander” to a leading player. He said that it was even possible then for the NSC to operate “when there was nothing there but ground” how much more when there are structures over it.

He said that although the electrical installations were tampered with, they can be easily replaced per the engineers’ assessments as they were ‘obsolete’ anyway.

It really has inherent advantages, like the good wharf which can accommodate ocean vessels as the waters are deep and another wharf for the interisland ones. What’s more there’s unlimited supply of water coming from the Agus river as fresh water is needed to cool the materials when manufacturing steel specially with corex technology which he said is necessary when manufacturing integrated steel. It was learned too that when NSC re-operates, it wil use Corex technology or integrated technology in which every process of manufacturing steel is already there.

And the city, he added has “plenty of engineers.”    The city, to note, claims P5 billion in unpaid taxes from said steel plant even as the liquidator too has claimed ownership as it is also claiming P11 billion. Earlier though, the liquidator, the city government and a prospective investor from Australia had sat down at the negotiating table in Cebu City to talk business. This is per earlier report of the NSCWG led by Rovira who too is the city legal officer.

Rovira also said that those who do not believe in the “dawn” of such matter, are “defeatists.”
