THE Roads and Traffic Administration (RTA) does not have a comprehensive traffic management master plan.

This was revealed by RTA chief Nonito Oclarit on Friday even as he asked the city council to approve his proposed budget of P90 million for 2017.

On Thursday, the city council’s finance committee deferred the approval of the proposed RTA budget because Engr. Oclarit failed to submit a traffic plan. (see related story on page 2)

Oclarit said the RTA has not come up with a traffic management plan for years. He said they were still on the process of making a comprehensive traffic management plan that would be good for three to six years.

“I admit nga wala gyud siya,” he said.  “We are trying nga mahinlo og maluag-luag ang dalan apan naa pa gihapon ang problema sa parking. Naay mga establishment nga naa nay puwesto but they extended their space. There are also schools nga anaa sa sentro nga apiki na sab ang ilang mga location labi na ang pag-parking sa sakyanan.”

Councilor Ma. Lourdes Gaane complained about the worsening traffic situation in the city despite the hiring of new traffic law enforcers.

“Mangita na unta kamo og laing scheme kay grabe na gyud ang traffic sa Cagayan. Honestly, kung mag-lunch ka, traffic na kaayo despite the hundreds of ‘job-orders’ (workers) we hired to help in manning traffic,” Gaane said.
