City Councilor Romeo Calizo, chairman of the Committee on Police, Fire, and Public Safety said the military has no police power and it would be illegal if they will join the police in implementing “Oplan Double Barrel.”

“Illegal kana if army personnel will do the task of the police officers,” he said.

Calizo reacted following reports that high ranking officers coming from different battalions of the Army’s 4th Infantry Division has undergone law enforcement seminar as part of the integration program of the national government to form part of law enforcement activities of the police. (See related report on page 5)

He said the soldiers may only help police in security aspects and intelligence gathering. Calizon added the soldiers may join law enforcement operations only if the PNP Law would be amended.

“This is only applicable if the Commander-in-Chief President Rody Duterte will be given emergency powers and can call the Armed Forces of the Philippines to help in tandem with the police in enforcing laws,” said Calizo.
