CITY Councilor Lordan Suan used his special report time during City Council’s regular session this week to pour out his feelings and asked Vice Mayor Raineir Joaquin Uy to treat members of the council “fairly.”

In his prepared three-page speech, Suan asked for fair treatment from Uy especially during plenary session of the City Council.

“Leadership should not divide  but unite. Good leadership will find ways to encourage its members, to combine their efforts, their suggestion, (and) inspiring them to work together in accomplishing their goal in an atmosphere of (amity), harmony, and tolerance  where there is a vibrant exchange of ideas,” Suan said.

Suan’s “special report” was in response to a tense exchange with Uy during the council’s regular session last week.

It can be recalled that Uy asked Suan to sit down while other members of the council were debating on an ordinance.

For his part, Uy said he has always been fair in dealing with the members of the council during its regular sessions. As proof of that, Uy added, he observes the Robert Rules of Parliament and the council’s house rules.

Uy said he did not deprive Suan his right to heard but if he did not follow parliamentary rules, the debate would have gone nowhere. Uy said Suan should have waited to be recognized by the presiding officer instead of butting in an already tense debate between other members of the council.
