A COUNCILOR  has called for a third party intervention to put an end to the disagreement between Mayor Oscar Moreno and the city council over the appointment of key city hall officials which the legislature rejected.

This came after Moreno said his appointees can hold on to their posts despite the city council’s vote to reject the appointments. He said a a 15-day reglamentary period for the council to act on the appointments of his department heads lapsed before the city council voted against the appointments.

“To resolve the issue, an independent body should step in,” said Councilor Ramon Tabor.

Councilor Leon Gan agreed and said the Civil Service Commission or the courts could decide on the issue.

“The crisis should be resolved as early as possible so that both branches of government could move on,” said Tabor.

Gan said Vice Mayor Caesar Ian Acenas is contemplating to go to court.

Moreno’s appointees include Beda Joy Elot, city accountant; Dr. Hector San Juan, city agriculturist; Percy Salazar, city budget officer; and Rolando Pacuribot, CEED manager. Only San Juan was approved; Pacuribot and Elot were rejected while discussions on Salazar’s appointment was put on hold.

Moreno said the notice of the appointments were sent to the city council in Aug. 12 and from “the said date, the fifteenth and last day for the council to act on the endorsed appointments fell on August 27, 2013.”
