THE year that just passed left a positive note to the good men and women of the Roads and Traffic Administration (RTA), thanks to traffic enforcer Edwin Gamutan who was “caught with his pants wet” one stormy Dec. 15 evening while manning his area of assignment. He was surprised with gifts for his good deeds.

Edwin’s son, Irisdwin, also received every elementary pupil’s dream–a brand new bicycle. Thanks to Barangay 21 chairperson Gigi Go and Miss CDO head Gean Tulang-Cesar. Irisdwin was also caught on camera that eventful evening while waiting for his father and was heard as saying, “Dakpa na sila, Pa, mga badlongon” referring to the erring motorists on the road.

Edwin, and his fellow traffic enforcer, Gary Sanoria, were honored by a group of netizens led by Go and Cesar with gifts that were presented to them in the office of Mayor Oscar Moreno.  Edwin and Gary profusely thanked their benefactors.

And thanks to Angels in Disguise CDO for initiating the gift-giving and recognizing the positive deeds of the people who are doing their best to make the lives of motorists, pedestrians and commuters on the road comfortable and convenient.

While we have introduced the right rules on the road, although bad habits of road users still linger, we added another focus in the transformation program by improving the capabilities and increasing the motivation of the RTA personnel.

Values Reformation and Traffic Education Sessions (VRTES) are held every week, and the management team of the RTA was strengthened through the creation of the RTA Advisory Committee where heads of major functions of the office are given the opportunity to contribute their ideas on how to further improve the services that the office offers to the public.

The new chief for operation, Mr. Carmelito Deloso, has shown his dedication and vigor in directly running the biggest unit of the RTA.  Mr. Dennis Naive, head of Special Services, has also contributed his management ideas to the AdCom and has run his unit well.  Engr. Sherwin Cabactulan, head of RTA engineering, has rallied his men beyond expectations.

Ms. Inday Golosino, head of Education Section, is also a member of the AdCom whose education program is being reviewed to harmonize it with the general direction of the RTA, thanks to the big help of Ms. Em-em Beja.

As part of the reforms, the administrative functions of the RTA will be strengthened, and it is important that the administrative officer keeps pace with the developments.  To ensure this, the current administrative officer is ably assisted by Ms. Ma. Teresa Curilan and Ms. Aya Acedo.

RTA assistant department head, Engr. Nonito Oclarit, has also been a major factor in the transformation of the RTA into a team of dedicated men and women.

Further reforms will be introduced.
