Thinktank: Criteria for third telco should include ‘no endo’ policy

infrastructure-oriented thinktank said the new major player in the telco industry should ensure compliance with labor standards, particularly President Rodrigo Duterte’s policy against ‘endo.’

“The DICT should include among its major criteria for third telco selection the President’s directive prohibiting labor-only contracting. The new major player should make a firm commitment against ‘endo’ and strict compliance with existing labor standards and regulation, particularly Executive Order No. 51, which effectively banned illegal contractualization in the country.”

This was the statement of Terry Ridon, Infrawatch PH convenor and former urban poor chief of Mr. Duterte.

Ridon, who previously sat as member of the House committees on legislative franchises and information and communications technology,  said including a ‘strict anti-endo commitment’ as one of the DICT’s major criteria will prevent a repeat of labor issues besetting PLDT, the country’s main telecoms company, which had been recently ordered by the Department of Labor and Employment to regularize 7,000 employees.

Last month, Labor Secretary Silvestre Bello III denied PLDT’s appeal to reverse the decision ordering the firm to regularize 7,000 employees.

Bello said workers whose tasks are “indispensable” to the company are entitled to become regular employees and receive benefits mandated by law.

“Kapag ang serbisyo ng empleyado ay core function o kaya’y indispensable to the function of the business, hindi mo puwedeng i-outsource ‘yan,” he said. (PR)
