Land Transportation Office 10 regional director Oscar Salcedo is set to implement the use of breath analyzer during their regional traffic related operation to apprehend and minimize drivers who drive under the influence of intoxicating liquor which causes major road accidents.

Salcedo said they have created a composite team of operatives from their regional office, police from the Regional Public Safety Battalion, and Cagayan de Oro’s Roads and Traffic Administration.

“We have seven breath analyzers for the entire region. We will give each provinces like Lanao del Norte, Bukidnon, Misamis Occidental, Misamis Oriental, and Camiguin. Bag-o lamang kini nga gamit sa LTO 10 aron mamenosan ang disgrasya sa kadalanan kada gabii,” he said.

He said the composite team during their recent meeting, they would use the breath analyzers during Fridays and Saturdays across the region.

Salcedo said the breath analyzers to be used for the enforcement of the anti-drunk driving law are calibrated to Philippine standards and are designed to be user-friendly.

“The using of breath analyzer is based on Republic Act 10586, or the Anti-Drunk and Drugged Driving Act of 2013, seeks to penalize drivers whose blood alcohol content (BAC) exceeds the allowable legal limit,” he added.

Under the law, for non-professional drivers, their BAC should not exceed 0.05 percent. Professional drivers and drivers of public utility vehicles (PUVs), however, must have no trace of alcohol at all.

Drivers found guilty of violating the law will face fines, imprisonment, and a revocation of their licenses.

Apprehended motorists would blow into the mouthpiece for at least six seconds. The device will then come up with the results after a few seconds. The traffic enforcer can then save the result, encode the name of the driver and other information, and then print the BAC results on thermal paper.

Salcedo said if the driver refuses the test, the police officer who is a member of the composite team would immediately arrest the erring driver and will be released after several hours when the driver’s sober.
