WHO’S in charge, really?

The question was raised by Capitol University vice president for administration Franco Flores as the councilors discussed the city’s flooding problem at the city council on Friday.

Dr. Flores asked the committee of the whole city council, “Who is really in charge of this urban flooding (problem)? Is it the city or the national government?”

Flores said the CU has brought the university’s problem on flooding to the attention of city engineer Rolando Pacuribot and the Department of Public Works and Highways (DPWH) on separate occasions.

He said Pacuribot told them that it was a matter that should be addressed by the national government, specifically DPWH.

But he said that when CU wrote to the DPWH, the response was that the problem on urban flooding was already given to the city government.
