BUTUAN CITY –– Now it can be told that prior to the final signing of the P565-M twenty five years Bulk Water Supply Contract Agreement between Butuan City Water District (BCWD) and private firms Taguibo Aquatech Solutions Corporation (TASC) with the unincorporated joint venture with Twin Peak Hydro Resources Corporation (THRC) and Equiparco Construction Company (EPCC) in 2013, there was already opposition raised by the Senior Corporate Accountant and an engineer head of the technical working group of the BCWD itself for the controversial multi-million project.

BCWD Senior Corporate Accountant Charlyn T. Acabado in her letter to Engr. Anselmo Sangtian, BCWD general manager dated April 23, 2013 copy furnished to members of the BCWD Board of Directors whose Chairman is former City Councilor Atty. Roldan Torralba, BCWD assistant general manager Engr. Jorge Guduyo who is Chairman of the Joint Venture selection committee representing BCWD, BCWD Employees Association President Ernie G. Ruiz and other important personalities, warned BCWD will experience severe financial woes leading to total 170 BCWD employees out of work.
