STARTING this month, Cagayan de Oro City Hall’s departments are ordered to conduct an assessment of their finances to find ways to maximize their resources, Mayor Rolando ‘Klarex’ Uy said on Monday.

“I’m reminding all department managers to conduct an assessment of their respective finances this month…right now I’m reminding them not to schedule any outings or team building (out-of-town) trips…our priority should be to serve our constituents, the people of Cagayan de Oro,” said Mayor Uy in Visayan during Monday morning’s flag-raising program.

Uy said these weeks after City Administrator Hilario Roy Raagas said last month that contrary to expectations, City Hall may experience a shortfall in their National Tax Allocation (NTA) share formerly known as Internal Revenue Allotment (IRA).

“Due to the pandemic, our NTA share will be reduced based on reports by over P200 million,” Raagas told City Hall department heads and employees.

As a result, Raagas said they advised all departments to find ways to maximize their budgets allocated in the coming years.

“At the end of the day, City Hall’s resources will be allocated for our constituents in Cagayan de Oro City,” he said.

Aside from the ‘Bulawanong Serbisyo sa Barrios’ outreach program, Uy will schedule Wednesdays and Thursdays of every week as ‘People’s Day’ for the public.

“I issued the memorandum to all department managers reminding them to implement austerity measures. Anyway, whatever savings each department will incur will be returned to them…those team-building trips, let’s do away with them because we won’t benefit from them. Team building is supposed to promote unity among City Hall departments, but solidarity is best experienced by working together (for the people of Cagayan de Oro),” Uy said in Visayan.

Despite this, Uy assured the City Hall bureaucracy that they will receive their five-months worth of differentials before the annual city fiesta this month.

The five-month differential is based on the last tranche of the Salary Standardization Law which Uy disclosed in his first flag-raising program as the city’s chief local executive. (Stephen Capillas of City Information Office)
