We were reminded again a year ago by the Department of Interior and Local Government that there has to be an allocation for anti-drug abuse campaign in the barangay.”

This was stressed by Councilor Romeo Calizo, chair of the City Council committee on public order and safety during its most recent meeting.

The committee discussed the proposed resolution urging the City Budget Office to ensure that all barangay annual budgets have complied with the mandatory budgetary allocation for the operation of the Barangay Anti-Drug Abuse Council (Badac) as provided for in Section  4 (B)(1) of the DDB Reg. No. 4, Series of 2016. The same must be submitted first to the Cagayan de Oro City Anti-Drug Abuse Council (Cadac) for initial review of its substantiality.

It may be recalled that the City Council during its regular session last week presided over by Vice Mayor Raineir Joaquin Uy referred the matter to the committee for appropriate action.

According to a representative of Cadac, some barangays were not able to comply with this regulation because they don’t have a functional Badac. To resolve this, there must be a DILG memorandum compelling all barangays to have a Badac desk, she further suggested.

Another reason is the insufficient amount appropriated by these barangays, Calizo added. (sp)
