THE spokesman of the Misamis Oriental capitol yesterday confirmed that Gov. Yevgeny Vincente Emano signed a 2013 agreement with a woman named Rhea Ritzie P. Nueva for the lease of a 1,029-square meter prime property across the Northern Mindanao Medical Center (NMMC).
The agreement is the reason why the provincial government is bound to protect the people subleasing stalls from Nueva, said capitol spokesman Florito “Carlo” Dugaduga.
Dugaduga could not say who Nueva is or how she managed to convince Emano to allow her to lease the 1,029-square meter property, build on it and then sub-lease the stalls to others without authority from the provincial board.
But Dugaduga said the provincial government would protect Nueva’s sub-lessees from anyone who tries to carry out President Duterte’s order to “reclaim” all public roads in the capitol compound.
He argued that the capitol roads are not public because these are within the capitol compound.
“Ato gyud na silang proteksyon (mga vendors) kay dunay authority ang provincial government kay we are bound by a contract,” Dugaduga said.
The Emano-Nueva contract, according to Dugaduga, was made based on the provincial government’s proprietary rights and the power of the local government to engage in economic enterprise in order to increase its revenues.
“Tinuod nga naa tay kontrata with Mrs. Nueva, mao nang ato gyud silang proteksyonan kay gibutang pud na sila diha para naa silay panginabuhian, ug nga makadugang ug pondo usab sa kagamhanang probinsyal,” he said.
Dugaduga said he could not say yet why the Emano-Nueva agreement never reached the provincial board for approval.
