ILIGAN City–Mayor Celso Regencia, Vice Mayor Jemar Vera Cruz and Rep. Frederick Siao have been reelected.

They were proclaimed winners by the city board of canvassers at the session hall of the Sangguniang Panlungsod Tuesday afternoon.

Also proclaimed winners in the race for city council seats were Ryan Ong, Ian Uy, Macky Macapagal, Jake Balanay, Bong Abragan;

Tata Tamula, Queenie Belmonte, Sol Bacsarpa, Noli Pardillo, Demi Plando, Michelle Sweet, and Pisyong Larrazabal.

Abragan, Belmonte, Sweet and Larrazabal are with the local opposition led by Siao while the rest ran under Regencia’s ticket.

Siao, Regencia, Abragan, Belmonte, Sweet,  Larrazabal and Pardillo were not present during their proclamation.

Businessman Marianito Alemania, who had challenged Regencia’s reelection bid, conceded. He said it was time to “leave politics behind, move on and help” for the city’s development.

Siao defeated former city police chief Leony Roy Ga who received 59,623 votes; Siao bagged 62,291 votes.

Iligan City — A garbage truck turned sideways near the city dumpsite at Sitio Bangko, Bonbonon, this city yesterday morning.

Truck driver Eduardo Ardona told reporters after the accident that he sustained minor injuries only but the other man, the garbage collector whom he identified as Felix Maliao had to be taken to the Don Gregorio Lluch Memorial Hospital at Palao, this city as he had suffered from a broken limb.

He added that they had finished the dumping of the garbage on the site and was already negotiating the downhill road on their way back to the city proper. They were in the area near the site of the tower of the National Power Corporation when the brakes faltered and the truck went out of control so it turned on  one of its side.

He was able to get out of the truck but his companion remained inside the vehicle so he had to get back on it to rescue the latter. He also saw that a passer-by on the scene fell to the ground but he was certain that the guy did not suffer any serious injuries.

Ardona said his truck has been maintained regularly by the city, reason that he was surprised that the brakes and clutch faltered which caused the accident.

The driver said he had been in this job of driving this kind of truck for already 20 years.

Iligan City — The former mayor of Zamboanga del Sur town of Dumingag, who survived an ambush attempt is currently recuperating in a hospital here in the city.

However, reporters who did some trips to several hospitals here could not locate the the former town mayor. Hosptial personnel were tight-lipped as to the identities of their patients inside their private rooms.

Lanao Norte provincial information Salman Saad identified the victim as Nacianceno Pacalioga, 57, former mayor of Dumingag. He had also served as vice mayor of the town.

Pacalioga was on his way to Dumingag at past 8 am Wednesday, from this city.

Upon arriving at Barangay Esperanza, Bacolod, Lanao del Norte, Pacalioga alighted from his vehicle to relieve himself in a grassy area beside the road. Two unidentified suspects riding a motorcycle suddenly shot Pacalioga.

Pacalioga was rushed to a hospital here.

Reporters following the incident saw three rooms in a hospital which were heavily guarded with armed men but it could not be ascertained which room Pacalioga was in.

MARAWI City — Desperate residents of this predominantly Muslim city demanded that they be allowed to return to their ruined homes, two years after Islamic State-linked militants were defeated by troops.

More than 200 residents and students staged a rally at the city park airing their plight of living in tents and temporary shelters for more than two years.

They later marched to the provincial capitol, two kilometers away, to press members of the House Subcommittee on Marawi Rehabilitation to conduct an investigation on Task Force Bangon Marawi, the lead government agency for the Marawi rehabilitation.

“It is not easy to live in a tent with five children. It is hot and the tent is small for us,” Farina Pagazad said.

Pagazad said they have lived in an evacuation village designated by government agencies as “Blue Tent” since they were driven away from her house in downtown Marawi City in 2017.

She said she used to have a sari-sari store, a small computer store, and “ a good life for a mother of five children.”

“All of that is gone now and here we are. We do not even know if we can go back to our house. I do not even know if I have money to start a new life,” Pagazad said.

Hundreds of residents aired the same complaint during the public hearing of the House Subcommittee on the Marawi Rehabilitation chaired by Amin Rep. Makmod Mending held at the gym in the provincial capitol in Marawi City.

Marawi leader Drieza Liningding said he is demanding an investigation why Task Force Bangon Marawi (TFBM) has yet to start the reconstruction more than two years after the siege ended.

Liningding also called for the resignation of TFBM chair Eduardo del Rosario if residents are unable to return home.

“I want some accountability. The residents have suffered enough,” Liningding said.

TFBM conducted a roadshow on Monday and Tuesday before the public hearing Wednesday.

They also raffled 34 slots for free Hajj trips to Mecca for Marawi residents. Each of these trips is said to cost P200,000.

Del Rosario said can finally return to their villages to repair or rebuild their homes by the first week of September 2019 after the debris clearing is done by Aug. 30.

He said they have resolve many issues in the reconstruction including the much-debated land ownership thanks to new surveying technology provided by the Department of Environment and Natural Resources.

Liningding said he would hold del Rosario to that statement.

MARAWI City – Housing and Urban Development Coordinating Council chairman Eduardo del Rosario broke down after a resident challenged him to resign unless families displaced as a result of the 2017 “Marawi Siege” return to their villages by September.

This happened to del Rosario, who is also chair of the Task Force Bangon Marawi (TFBM), during a consultation dialogue held at the provincial gym here on Tuesday.

Del Rosario, a retired general, was unable to finish answering questions raised by Drieza Lininding of the Moro Consensus Group as he broke into tears. 

Lininding had raised various issues and challenged del Rosario if he would resign if residents cannot return to their villages in “Ground Zero” by September.

Del Rosario regained his composure several minutes later, after someone from the crowd prefaced his question with a note that they would not call for his resignation.

The TFBM chair then challenged Lininding to “resign from civil society” if residents in the “least affected areas” in the MAA can return by July to repair their structures.

Lininding had left the gym when del Rosario issued the challenge.

“Resign from what? Mine is not a job. I am a victim and among the 100,000 displaced civilians from the MAA Marawi. Every single day of delay in [rehabilitation] is a suffering for most of us. But if the TFBM and the national government can live up to its own imposed timeline and the passage of the Compensation and Reparation Bill, I will gladly commend them in public, but until then I will remain critical,” Lininding said later.

Del Rosario assured residents of  the 24 barangays in the 250-hectare “Ground Zero,” the 2017 battleground of government forces and the Maute Group, that they  can return to their villages to repair or rebuild their homes by the first week of September. He said the debris clearing would be done by Aug. 30.

But residents residing near the bridges, in what he said were the “least affected areas” like Tolali can start returning by first week of July to repair their residential and commercial structures provided they seek a permit from city hall and their structures are still considered safe.

“The city government will check if indeed your house is still structurally sound,” del Rosario said.

September 2019 is a month short of two years after President Duterte declared on Oct. 17, 2017 that Marawi had been “liberated from the terrorist influence.”

Del Rosario also announced that the “Ground Zero” residents would receive starting on the first week of April P73 thousand each. The breakdown: P53 thousand for the transitory family support package and P20 thousand as livelihood settlement grant. He sought the residents’ cooperation, reiterating that 56 government agencies “are helping you to rise again” but despite their efforts, he said, they continue to bear the brunt of criticisms. ILIGAN City – The Commission on Elections (Comelec) on Tuesday declared the entire Mindanao as “Category Red Election Hotspot” in the run-up to the mid-term elections in May.

The Comelec said it placed  “Mindanao Island Group,” Jones town in Isabela; Lope de Vega town in Northern Samar; and the entire province of Abra, under “Category Red,” a classification that “may warrant the motu proprio declaration of Comelec Control over the affected area, and the Comelec En Banc may direct the augmentation of personnel of the Philippine National Police (PNP) and Armed Forces of the Philippines (AFP) as the need arises.”

The Comelec said the declaration of Category Red “developed in the wake of suspected election-related incidents in the last two elections, together with serious armed threats” posed by the New People’s Army (NPA), Bangsamoro Islamic Freedom Fighters (Biff), Abu Sayyaf Group (ASG) and rogue elements of the Moro National Liberation Front (MNLF) and/or Moro Islamic Liberation Front (MILF) and other analogous groups.

In a statement, Akbayan Rep. Tom Villarin said Comelec should “review and rescind such blanket declaration in the soonest possible time.”

The Comelec, he said,  is now being “weaponized” by the Duterte administration “to subvert the electoral process to assure its favored candidates victory in the national and local elections. “

Villarin said the so-called election related incidents in the past two elections and armed threats from the NPA, Biff and extremist groups “are not serious enough as to warrant the declaration of the entire island as a category red election hotspot. “

He recalled that the opposition had earlier warned of possible electoral manipulation when martial law was extended “even without factual basis of rebellion or invasion.”

“Now this unilateral Comelec declaration of Mindanao as a code red hotspot finally reveals the whole intent of Duterte to dictate the outcome of the May elections,” Villarin said

He found it “highly sinister and speculative to say that election-related violence has engulfed Mindanao or that peace and order has broken down as to warrant Comelec control over the entire island.”

“Was there a failure of barangay elections in Mindanao? Was there failure in the holding of the recent Barmm plebiscite? Both the answers to these questions are in the negative. Comelec should never become an unwitting tool to subvert our democracy and it does not bode well for the conduct of free and fair elections,’” he said.

The last electoral exercise in Mindanao was the peaceful and orderly conduct of the plebiscite on Jan. 21 and Feb. 6 to ratify RA 11054 or the Organic Law for the Bangsamoro Autonomous Region in Muslim Mindanao.

Last year, Comelec Minute Resolution 18-0085 allowed elections to proceed as scheduled in Mindanao despite martial law, “with the exception of Marawi City, the rehabilitation of which is ongoing.”

The Resolution also directed the election and Barangay Affairs Department to “conduct a physical/ocular/structural integrity study or assessment of the polling precincts in Marawi City and recommend whether or not to conduct election therein three months after the scheduled May 14, 2018 BSKE elections.”

The barangay election in Marawi was held on Sept. 22, 2018 and except for a few fistfights and misunderstandings and a few arrests for vote-buying, “not a single person was killed,” Col. Romeo Brawner  of the Joint Task Force Ranao, said.

He described the elections as “a big leap towards genuine democracy.”

Iligan City — The city mayor here has questioned the citizenship of this city’s lone district representative saying the latter could not be considered a Filipino.

Mayor Celso Regencia told reporters on Sunday that Rep. Frederick Siao’s citinzenship situation is not in accordance with the Constitution.

Although Siao was born in the country, Regencia explained, Siao’s parents are both Chinese citizens.

“It is ‘not automatic’ that he (Siao) is considered Filipino. He still has to go into the process of electing and declaring that he is Filipino citizen. It is unlike in America that someone born there automatically becomes an American citizen even if the parents have foreign citizenship,” he said.

Regencia said he learned about Siao’s citizenship situation from city administrator Leo Zaragoza.

The mayor’s ticket consist of former Police Chief here, City Director Leony Roy Ga, Regencia, and Vice Mayor Jemar Vera Cruz as representative, mayor, and vice mayor, respectively.

ILIGAN City — Success Initiatives, a non-government organization presented to a group of reporters an audio-visual aid in teaching the use of Indigenous Knowledge in reducing natural disaster risks.

The video presentation was done by Nenen Delos Santos Juevesano who asked for feedback.

Among the video clips was an animated show of birds suddenly flying away from their abode toward a safer destination indicating that there is a coming storm or typhoon that may endanger them unless the move to safer places.

Teaching people these indigenous knowledge handed down from generation to generation can help people to move away to safer places when these indicators are observed.

THE grisly murder of a former Xavier University philosophy teacher would likely end up as another cold case because none of his relatives, who are under threat, have sought the help of the police.

But Camp Alagar started looking into the mysterious murder. An official, Supt. Surki Sereñas, said police collected data about the gruesome killing in Iligan City where the victim’s body was brought last week.

The victim was identified as Gexie Ray Ungab of Poblacion, Tagoloan town in Misamis Oriental. Before he was employed at the human resource office of the Tagoloan town hall, he taught philosophy and attended law school at Xavier University here.

The 23-year-old Ungab died of multiple stab wounds and a gunshot to the head. He was reportedly mutilated, too.

Ungab had been reported missing in Nov. 17; his body was brought to an Iligan funeral prlor on Friday.

One of his friends said Ungab had sent a text message that he was heading for Lanao to attend a party.

Former Cagayan de Oro mayor Vicente Emano, a Tagoloanon, said Ungab had a girlfriend from a prominent political family in Lanao del Sur who owns a property in the city. Emano served as Tagoloan mayor before he became governor and subsequently, Cagayan de Oro mayor.

Sereñas

Supt. Sereñas said the gruesome murder reached the attention of Camp Alagar and he sent a trusted man to Iligan City last week to gather information.

Sereñas said Ungab was first brought to the Capin Funeral Homes in Iligan city.

The victim’s family then brought the body to their hometown.

The Radio Mindanao Network’s Iligan station reported that Ungab’s body was brought to the Capin Funeral Homes by the police from Marawi City. From Iligan, the body was brought to the Cosmopolitan Funeral Homes here before Ungab’s remains were transferred to Tagoloan.

The problem, according to Sereñas, is that the police only had sketchy information about Ungab’s murder and there is no official record pertaining to the brutal killing.

Sereñas said the victim’s family did not cooperate because they are apparently under threat.

The victim’s family members have reportedly been receiving text messages and even calls from unknown people who threatened them with harm if they went public with Ungab’s murder.

“Wala may blotter, wala poy reklamo ang pamilya sa biktima, kay dili man sila manumbong,” he said.

Sereñas said the Iligan police could not conduct a thorough investigation into Ungab’s murder because of the family’s lack of interest.

“Mahimo man nga ang police ma-oy mo-file ug kaso kon nailhan nato ang mga suspect pero maglisod kita niana kay wala may mo-testifiy sa atong i-file nga reklamo kay dili man mo-cooperate ang pamilya sa biktima,” Sereñas said.

Over Magnum Radio, former mayor Emano confirmed that Ungab’s family has been receiving threats.

“Kining biktima nga namatay looy intawon kaayo hilabi na ang mga ginikanan. Di maayo nga hinadlokon pa gayud ninyo. Ensakto na kana, ila naman segurong nadawat ang maong hitabo di na nato padak-on,” Emano said.

Emano said he first learned about the missing Ungab on Saturday when the victim’s parents came to him for help.

He said he quickly  contacted a friend in Marawi to help locate the victim.

Emano said he was saddened when he was later informed that Ungab’s body was found dumped in a secluded area and that his remains were already in a funeral parlor.

He said the Ungab family has continuously been receiving threats — they were warned not to bring the matter to the public’s attention or else.

On Saturday, one of the members of the Ungab family received a call from a man who threatened to bomb the place where the wake was. Police quickly came to secure the area.

Iligan City — The city government did not take back the police cars but were just “inventoried,” this city’s spokesman said yesterday.

City Information Officer Jose Pantoja explained that they have to inventory the police cars to see that these all in order before giving them back to the police.

To recall, the city government had said that they were taking back all the patrol cars it had “donated” to the police force here to dramatize its indignation over the “sudden” replacement of the city police director.

City Police Director Senior Supt. Manuel Sukarno Alvarez has been replaced by Senior Insp. Rene Solidarios without the knowledge of the city officials. Earlier this week, Vice Mayor Jemar Vera Cruz confirmed to reporters here that they have decided to take back all the cars.

In a speech, Mayor Celso Regencia said should Alvarez would be deployed back to his position as city directo, the city government would return the patrol cars to the police “immediately.”

Earlier too, Pantoja said the cars were “not donated” and the funds used to procure the patrol cars was taken from the peace and order fund of the mayor.

When they pulled out the patrol cars, Regencia said they will not return these “if Alvarez will not be installed back” as police director here.

On Wednesday, Pantoja said Police Regional Director Timoteo Pacleb came over to this city and talked with Regencia.

After the meeting, the city government returned the cars for use of the police even as, of press time, Alvarez has yet to be re-installed as the city police director here.
