SURIGAO City–The Surigao del Norte provincial board has declared the director of the education department in Caraga persona non grata over her alleged failure to look after the welfare of public school teachers and students affected by the recent earthquakes in the province.

The provincial board passed Resolution 051-2017 declaring Department of Education regional director May Eclar personal non grata.  A copy of the Feb. 22 resolution was furnished to this writer this week.

The provincial board said Eclar failed to heed repeated invitations sent by Surigao del Norte Gov. Sol Matugas so they could discuss what needed to be done for the schools and the teachers and students.

The Department of Public Works and Highways (DPWH) said the earthquakes in the province and Surigao City made at least 36 public school buildings unsafe and 42 more need to be repaired.

Officials said that when classes resumed on Feb. 20, some 20,000 students and teachers underwent stress debriefing or psychosocial activities.

The provincial board said Eclar failed to coordinate, assist on matters and concerns of the public education sector of Surigao del Norte and  Surigao City.

The resolution reads in part: “… the cavalier attitude of Director Eclar runs contrary to President Duterte and DepEd Secretary Briones’ marching orders during their official visit in the province recently to be lend (sic) always helping hands and be active in the rehab (sic) works resulting from earthquake devastation.”

Surigao del Norte Vice Gov. Carlos Egay Jr.  said the provincial board  only wanted to remind Eclar and other government officials that as public servants, they have a duty to people whom they swore to serve.

“Government officials like us must always bear in mind that public service must be above all especially in times like this,” Egay said.
