THROUGH Ordinance No. 13545-2018, the Cagayan de Oro City Council during its regular session Monday has authorized City Mayor Oscar Moreno to enter into and sign the Memorandum of Agreement (MOA) with the Philippine Charity Sweepstakes Office (PCSO).

This covers the Small Town Lottery (STL) shares the PCSO will give to the city.

The Power learned that the PCSO is a government agency raising and providing funds for health programs through the conduct of sweepstakes, races, lotteries and other similar activities.

Under the MOA, the PCSO shall remit/release the funds to the chartered city on a monthly basis, the corresponding schedule of which shall be prepared by PCSO and the chartered city concerned shall be informed and notified accordingly.

PCSO shall likewise provide the chartered city, on a monthly basis, with a copy of the financial statement of the Authorized Agent Corporation (AAC) as submitted by the AAC to the PCSO, on the operations of the STL.

The PCSO also requires the AAC to comply with the provisions of the National Building Code in putting up their outlets and abide by existing local ordinances.

For its part, the city shall utilize the fund for its health programs, medical assistance and charitable services, consistent with the PCSO charter, subject to applicable accounting and auditing rules and regulations.

The city shall also report to PCSO any STL AAC or any of its officers or employees who attempt or offer to give, deliver, remit, grant, pay or contribute any money, cash or anything of value or consideration, directly or indirectly, to any public office in the provincial government, officer or employee, in consideration for, by reason of, or otherwise related to the conduct of STL operations, among others.
