unbridled throwing of garbage which caused heavy siltation and small sewerage system located along the main streets of the city have been identified as contributory factors that caused flooding in the city recently.

This was the report made by City Local Environment and Natural Resources Office (Clenro) chief Edwin Dael after members of the city council demanded an explanation for the Jan. 16 flashfloods in the city’s business and residential areas.

Dael claimed that small sewerage system which have been filled clogged with garbage is considered as the main factor of the urban flashfloods.

He said big volumes of water according Philippine Atmospheric Geophysical and Astronomical Services Authority (Pagasa) during the Jan. 16 rains were equivalent to a one-month rainfall.

Dael said Clenro’s main task is to implement the Solid Waste Management (SWM) Law in the local level and full implementation of the re-forest program to all the hinterland barangays in the city.

Barangay units, he said, located along Cagayan River, Iponan River, Gusa River, Agusan River, Bugo River, and creeks have violated the Solid Waste Management Law.

Dael claimed they are now observing the implementation of local laws and ordinances especially since almost all barangays have failed to recognize the application of the law otherwise known as RA 9003.

“Unfair pud nga kami ra nga naa sa taas og hardly affected by strong winds ang mapasakaan sa kaso but also those who failed ang dunay kaso sa Ombudsman,” he said.

He said the business establishments affected by the flashflood can file their complaints before the Civil Service Commission 10 and the Department of Interior and Local Government 10.
