VICE Mayor Raineir Joaquin Uy referred to the City Council committee on police, fire and public safety chaired by Councilor Romeo Calizo for further study the proposed resolution urging all punong barangays to establish their Community-Based Rehabilitation Program (CBRP) and designate community-based managers.
The legislation aims to ensure that all barangays are in line with the city government’s desire to have a drug-free society and are able to establish their own CBRP that will facilitate, coordinate, document and handle any other related matters.
The establishment of the CBRP is pursuant to Section 2 of RA 9165, otherwise known as the Comprehensive Dangerous Drugs Act of 2002. The said law declares the policy of the state to protect citizens, particularly the youth, from the destructive effects of dangerous drugs, as well as to provide effective and responsive mechanisms or measures to re-integrate into society those who have fallen victims to drug abuse or dangerous drug dependence through the implementation of sustainable programs of treatment and rehabilitation.
It is also geared to further strengthen and enhance the activities of the City Peace, Development and Security Council, particularly the prevention of the proliferation of drug abuse in the city. It shall undertake the formulation and implementation of effective preventive anti-drug abuse education program, the rehabilitation of drug dependents and provide them the after care services and assistance.
Under the proposed resolution, the community-based manager will take on the role as the team leader in the barangay-based wellness and development center and will handle all administrative tasks concerning database, communication, documentation, coordination and facilitation of meetings.
The community-based manager should be a college degree holder, with at least two years of experience in managerial or supervisory position, has good communication skills, of good moral character and leadership skills. He/she must be a resident of the barangay and should also be willing to work on weekends and has the passion to serve the community. (sp)
