The Oro Youth Development Council (OYDC) endorsed the Oro Youth Code to the city government of Cagayan de Oro to give the sector the chance to participate in local governance under the new Sangguniang Kabataan Reform Law.

Part of the Oro Youth Code is the creation of Oro Youth Development Office, institutionalization of OYDC, creation of sectoral chairmanship, regularization of Oro Youth Leaders Convergence, appointment of alternative representatives from various city committee bodies and creation of youth sectors.

Based on Republic Act No. 8044, anybody aged 15-30 are considered as youth that may come from in-school, out-of-school, faith-based, special advocacy-based and cultural identity-based. (cio)
