Councilor Reuben Daba, chair of the City Council committee on social services, pointed out during the regular session this week as he aired the concern of some constituents over an  organization that allegedly collects funds for housing, and other benefits. He said this must be verified.

In his special report, Councilor Daba said the Native Authentic Philippine History Talyano Ancestral Land Indigenous (Naptali) is an organization that guarantees to provide housing, scholarship, livelihood and employment to constituents provided that they give a certain amount.

According to the councilor, the organization has three branches: Hacienda Filipina, Foundation and Naptali composed of a founder and coordinators in Districts 1 and 2.

He assured the support of the City Council if it is a legitimate organization.

Salamat gayud kung tinuod kay atong kauban sa Council mag-join sa kawsa nga mahatagan ang atong mga kaigsoonan,” he said.

The councilor recalled that Mayor Oscar Moreno, together with the 18th City Council created the City Housing Urban and Development Department for the “pabahay” concern of the constituents, especially Sendong victims.

Dili kini warning, Mr. Chair, dili lang ako isa kay kabalo ko ang akong mga kaabag sa konseho motindog gayud para sa katawhan,” he stressed.

For his part, Councilor George Goking suggested that the legality of the organization be verified.

“We need to know, we cannot charge them, we can just call them ‘alleged’ unless they are confirmed to be a scam, we can get into trouble by accusing them,” he opined.

The special report of Councilor Daba was referred to the Committee of the Whole for further investigation in aid of legislation. (sp)
