Davao City tops list of voters without biometrics

DAVAO City topped the list of the Commission on Elections (Comelec) as having the most number of voters without biometrics data registered.

Comelec Commissioner Grace Padaca said the largest city in the country has more than 300,000 registered without or with incomplete biometrics registration.

“Based on our records, Davao City has the most number of voters without biometrics with 340,276,” she said in her Twitter post.

Also included in the Top 10 list are Quezon City with 269,675; Zamboanga City with 206,213; Caloocan City with 113,208; Bacoor, Cavite with 95,621; Batangas City with 69,378; Binangonan, Rizal with 66,907; Cabanatuan City with 65,673; Taguig City with 62,683; and Cotabato City with 62,016.

There are a total of 9,301,386 voters that are without biometrics data registration.

Meanwhile, Padaca reported that the province of Pangasinan had the highest turnout of voters that had their biometrics taken in the first four weeks of the registration period with 12,651.

Also included in the Top 10 are Quezon with 9,647; Batangas with 7,065; Isabela with 6,944; Sorsogon with 5,857; Leyte with 5,736; Samar (Western) with 5,658; Negros Occidental with 5,298; Cavite with 4,737; and Negros Oriental with 4,667.

Republic Act 10367, the Mandatory Biometrics Registration Act of 2013, states that voters who fail to have their biometrics taken prior to the May 2016 elections will be deactivated from the voters’ list and will not be allowed to vote.

Biometrics data refers to the automated identification of an individual particularly his or her photograph, fingerprint and signature.

Meanwhile, the Comelec has provided an online system for individuals who want to find out if they are among those needing to have their biometrics taken without going to the City/Municipal Offices of Election Officer.

“The list of voters w/out and w/ incomplete biometrics in every city and municipality is on our website:,” said Comelec Chairman Sixto Brillantes in his own Twitter account.

Registration for the 2016 national and local elections started last May 6 and will continue until October 31, 2015. PNA
