“PEOPLE’s participation is the essence of good governance. Through Civil Society Organizations (CSOs) there is a representation in the Local Special Bodies and there is a mandatory consultation for national and local projects.”

This was stressed by DILG Cagayan de Oro City Director Jane Docallos during the City Council regular session this week, as she presented the accreditation of CSOs by the Sangguniang Panlungsod for membership in the local special bodies.

“Participatory governance involves the role of not just those in the government but it also involves everybody especially in the civil society organization as they will be allowed to assess their own needs and be likewise involved in planning, evaluation and accreditation,” she added.

She said participatory governance is more responsive to people’s needs.

“There is also a greater access to and control of the services, local plans and budgets, increase in productivity and income opportunity production, recognition of peoples’ rights especially the marginal sectors including women and affirmation of having listened to and the sense of belongingness and ownership,” she added.

As mandated by law, the local government shall promote the establishment and operation of people’s organizations (NGOs and in the private sector) to make them active partners in the pursuit of local autonomy, she cited.

Accreditation refers to the process of granting of authorization to an organization for purposes of representation to LSB. The timeline is within 60 days from the day of appointment to office.

“Therefore, what we will accredit within the calendar and later on is for the LSB but the SP may continue the accreditation process for other CSOs for purposes of participation in local government programs, that is after the month of August,” she cited.

“It is up to the SP to have a guideline if we have to do it annually, in three years based on the term, it depends,” the DILG official pointed out.

Docallos said the guideline for accreditation of CSOs in the city council is based on the latest memorandum circular of DILG. (sp)
