The Department of Interior and Local Government – Misamis Oriental is enjoining all Sangguniang Kabataan officials to conduct their own barangay “Katipunan ng Kabataan Assembly” to fill-in positions that have been declared vacant.

DILG Provincial Director Edward Bagwani said they are now awaiting guidelines coming from DILG-central office for the immediate filling-in declared vacant positions in every barangay.

Nahitabo ani dunay mga barangay nga kulang ang numero sa mga SK officials. Okey lang kung mi-abot sila sa majority with four elected SK officials apan ang uban kay usa ra gyud ka kagawad unya ang uban kay SK chairman ra,” he added.

He said those lacking in numbers cannot function as collegial body.

The director said SK members have an exclusive fund now for their projects and program implementation.

Kung dili sila kumpleto and then dili sila maka-kuha og quorum dili gyud nila magamit ilang funds and these funds cannot be also used by the local barangay officials,” he said.

Bagwani said they even asked guidelines from the central office in Metro Manila for those barangays that does not have any SK officials.

Dunay walay gyu’y SK nga nanagan and then dunay SK sa mga barangay nga kagawad lang and then walay mga SK chair persons. This should be corrected,” he pointed out.

Bagwani said they need one SK chairman and seven SK kagawads in every barangay as per new guidelines set by DILG.

However, before conducting any barangay assembly they should seek first a DILG copy of the guidelines.

Dili pa man pud emergency in nature, they can have it late in the coming weeks,” he said.

During the assembly they can appoint to fill-in vacant positions. It would become an appointment as approved by majority who attend the assembly.

He added that DILG will only confirm, facilitate, and guide the assembly. They will submit the minutes of the conducted barangay assembly. Those being appointed should be agreed by the majority of the populace and attendees during the assembly.

DILG only need minutes of the SK assembly and would become official records in the barangay level. Local Commission on Election (Comelec) has no jurisdiction on the assembly but only DILG.

“Conduct of another election as part of their approach is no longer allowed. Appointment na lamang kita kay human na man. Wala na kita’y budget to conduct another election in the barangay level,” Bagwani said.
