Senior Insp. Uswaldo Tongson Jr. identified the victim as Arif Buat, 37, a draftsman of the DPWH office in Cagayan de Oro.

Police said Buat had P1.150 million with him when he was shot near the corner of Bro. Raymund Jeffrey Road and Picardal Street in Mahayahay at around 3:20 pm Wednesday.

Tongson said Buat was on his way to a construction project site in Buru-un, this city, in a truck that slowed down because of vehicular traffic congestion.

Police said the robber quickly opened one of the truck’s doors, shot Buat thrice to the abdomen, and then ran off with a bag that contained money.

Investigators said there were at least three robbers who fled the crime scene on a Honda motorcycle.

The victim was rushed to a hospital where it was found out that he still had another bag containing P500 thousand.

Two officers, SPO3 Winston Daroy and SPO3 Ruel Bulitic, were tasked to investigate more and to look into the possibility of an “inside job.”

It remains unclear why a DPWH draftsman had over P1 million with him at that time.
