CITY Schools Division superintendent Elina Borcillo yesterday made a shocking revelation about how she was allegedly pressured to sign documents related to city hall projects in the past.

Dr. Borcillo declined to give details but she revealed that the documents covered projects funded through city hall’s Special Education Fund (SEF) during the Emano administration.

The revelation came during the turnover of  a new 22-classroom building at the Macasandig National High School yesterday. The project, built using some P19 million from city hall’s SEF, would benefit some 775 high school students, according to school principal Alfredo Tongco Jr..

Borcillo said she was reluctant in signing the documents but signed these anyway because she felt pressured.

She declined to give details but said all the documents, including papers related to government audit, had been rectified right after the change in city hall’s administration in 2013.

“Human na man na kay mi-agi na man. Dunay mga hitabo sa mi-agi nga gi-rectify na mano karon… so rectified na kini karon,” Borcillo said.

She continued to decline in giving details when reporters asked her if the documents include the renovation project at the City Central School.

The Emano administration spent P34 million for the project but the Department of Education (Deped) refused to accept the project from the contractor due to safety concerns.

The controversial project was undertaken after fire destroyed a building at City  Central  School that housed 54 classrooms. The renovated building remains unused to this day.

Engineers at the Department of Public Works and Highways (DPWH) doubt the burned building, despite undergoing renovation, is safe for school use. –nitz arancon
